Welcome to the Northern California Regional Intelligence Center (NCRIC). The NCRIC is a Federal, State and Local public safety government program that helps safeguard each of our communities by serving as a dynamic security nexus that is connected to the National Network of Fusion Centers and our nation's High Intensity Drug Trafficking Areas. We connect our regional partners to the nation and each other through training, technology, the support of 80+ public safety personnel assigned to the NCRIC/HIDTA, and the active participation of 14,000+ vetted NCRIC/HIDTA members.

The NCRIC was created by the Northern California High Intensity Drug Trafficking Area (NC HIDTA) Executive Board in 2007, to improve the detection, prevention, investigation, and response to major criminal activity, including acts of terrorism. We collect tips, leads, and suspicious activity reporting (SAR). We strive to provide accurate and timely analysis of suspicious activity, criminal activity, critical infrastructure vulnerability, and threat to life information to save lives. We provide training and investigative technology resources to our partners. We also facilitate communication between federal, state, local, tribal and territorial public safety agencies, homeland security agencies, and private & public sector critical infrastructure security partners to help them act on threats and public safety issues.
The personnel assigned to the NCRIC are dedicated to protecting public safety and the privacy, civil rights and civil liberties of the members of the public that we serve.

The NCRIC's Critical Infrastructure Protection (CIP) Risk Management Unit (RMU) capability enables public and private entities to identify, assess, prioritize, and protect critical infrastructure and key resources so they can detect, prevent, deter, devalue, and mitigate deliberate efforts to destroy, incapacitate, or exploit critical infrastructure and key resources.

Privacy, Civil Rights, and Civil Liberties
To engage in effective and meaningful information sharing, it is fully recognized that it must be done in a manner that protects individuals’ privacy, civil rights, and civil liberties. To safeguard constitutional rights and to ensure that we are addressing our ethical and legal obligations while engaged in the fusion process, we have developed, implemented and enforce various policies and procedures which are fundamental to this aspect of our mission.
In gathering, sharing, and storing information, the NCRIC complies with all applicable laws, rules, and regulations, including but not limited to, to the extent applicable, the California Values Act (Government Code Section 7284 et seq.). The NCRIC will, consistent with California Government Code Sections 7282, 7282.5, and 7284.8 (b) work to ensure that databases are governed in a manner that limits the availability of information therein to the fullest extent practicable and consistent with federal and state law, to anyone or any entity for the purpose of immigration enforcement.
Building Communities of Trust
The Building Communities of Trust (BCOT) initiative focuses on developing relationships of trust between law enforcement, fusion centers, and the communities they serve, particularly immigrant and minority communities, so that the challenges of crime control and prevention of terrorism can be addressed. Combating the threat of drug trafficking
To help thwart drug trafficking and money laundering, as well as other related crimes and violence, the Northern California High Intensity Drug Trafficking Area's NCHIDTA/ NCRIC Intelligence & Investigative Support Center (ISC) provides law enforcement with the support they need to reduce drug trafficking and drug production in the United States and more as part of the President's National Drug Control Strategy and the law as enacted by Congress under 21 U.S.C. § 1706. |
