Executive Director Mike L. Sena

Mike Sena is the Executive Director of the Northern California High Intensity Drug Trafficking Area (NC HIDTA) and the Northern California Regional Intelligence Center (NCRIC). Director Sena has a diverse twenty-eight (28) year law enforcement career as a veteran investigator with the California Department of Alcoholic Beverage Control, the California Department of Justice, the San Mateo County Sheriff’s Office, and the San Mateo County District Attorney’s Office.

Director Sena serves as the president of the National Fusion Center Association (NFCA), is the chairman of the Criminal Intelligence Coordinating Council (CICC), and is the chairman of the HIDTA Directors' Intelligence Committee. He also serves on law enforcement and homeland security advisory committees for members of the President’s Cabinet, the Department of Homeland Security, the Federal Bureau of Investigation, and the Attorney General of the United States.

Director Sena holds a Bachelor of Arts Degree in Criminal Justice from California State University, San Bernardino.

DEPUTY DIRECTOR KAREN SHERWOOD

Karen Sherwood is the Deputy Director of the Northern California Regional Intelligence Center (NCRIC) and Northern California High Intensity Drug Trafficking Area (NC HIDTA). The NCRIC/NCHIDTA serves a 15 county region accomplishing the mission of disseminating intelligence, facilitating communications, and providing case support to our federal, state, local, and tribal law enforcement partners.

Deputy Director Sherwood has a diverse thirty-four-year career in law enforcement, working as an investigator with the Sacramento County District Attorney’s Office, the State of California Fair Political Practices Commission, and the California Department of Justice, Bureau of Investigation. Her assignments have involved the investigation of violations of the Political Reform Act, homicide, sexual assault, gang violence, narcotics, career criminals, terrorism, and organized crime groups. With most of her career serving the California Department of Justice, Karen first served as a Special Agent and a Task Force Commander before reaching the rank of Special Agent in Charge.

Deputy Director Sherwood currently serves as the California Sexual Assault Investigators Association, and holds a Bachelor of Arts degree in Criminal Justice, with a minor in Business Administration from the California State University, Sacramento.

DEPUTY DIRECTOR RANDY WAGNER

Randy Wagner is the Deputy Director of the Northern California Regional Intelligence Center (NCRIC). Deputy Director Wagner has a diverse twenty-seven (27) year law enforcement career with the U.S. Drug Enforcement Administration (DEA) and former Police Officer for the City of Atlanta, Georgia Police Department.

Deputy Director Wagner’s last assignment with DEA was as the Assistant Regional Director of DEA’s Middle East Region located in Ankara, Turkey. Prior to this assignment, Deputy Director Wagner was assigned to DEA’s Office of Professional Responsibility, Resident Special Agent in Charge of the DEA Santa Rosa Office, where he also served as the Northern California High Intensity Drug Trafficking Area (HIDTA) Initiative Commander, Group Supervisor of a HIDTA Enforcement Group in Honolulu, Hawaii, and DEA Marijuana Eradication Coordinator for the State of Hawaii.

Deputy Director Wagner began his DEA career assigned to the El Paso, Texas Field Division after graduating from the DEA Training Academy in Quantico, Virginia.

Deputy Director Wagner has a Bachelor of Arts Degree in Criminal Justice from the University of Alabama and a Master of Public Administration Degree from the University of West Georgia.
