The TLO Program teaches enhancing situational awareness, early warning, and operational readiness.

We are constantly looking for new courses/topics and training vendors to provide Homeland Security training in our area of responsibility. If you are a training provider or if you know of a relevant course that would be beneficial, please email us at DutyOfficer@ncric.ca.gov. 

Terrorism Liaison Officer (TLO) Basic

This course will train students in the information sharing intelligence-gathering mission, which is crucial to the war on terrorism and a prerequisite to being a Terrorism Liaison Officer (TLO).

Infrastructure Liaison Officer (ILO) Basic

This course will train students in the principles of critical infrastructure (CI) protection, threats and hazards affecting CI, and the private and public sectors’ roles in CI protection and resilience.

Advanced Threat Assessment - Preventing Mass Casualty Attacks

This course is designed to equip attendees with the skills and tools necessary to: Conduct proactive evidence-based threat assessments of potential violent perpetrators; Identify and apply criminal, civil, mental health and administrative threat management strategies; and Prevent targeted violence such as active shooter and mass casualty attacks.

Basic Vulnerability Assessment for School Facilities

SCHOOL RESOURCE OFFICER & SCHOOL DISTRICT POLICE OFFICER LAW ENFORCEMENT ONLY

This course will train students to conduct basic security assessments at K-12 schools and report on assessment findings.

Behavioral Threat Assessment - Preventing the Active Shooter

This course is designed to equip law enforcement and security stakeholders with the tools necessary to identify potentially violent individuals, assess the risk they pose of engaging in violence, proactively manage the risk and prevent violent attacks; including active shooter events.

Cyber Warrior Academy

LAW ENFORCEMENT ONLY

This unique course provides detectives and investigators basic skill sets needed to identify and interpret criminal conduct on the internet.

Domestic Violent Extremists

This Presentation will examine the current domestic violent extremist (DVE) threat landscape in the U.S. Attendees will learn (1) the ideologies of the different DVE movements and criminal subcultures in the U.S.; (2) the tactics, techniques, and procedures (TTPs) used by DVEs; (3) how to identify DVEs using specific behavioral indicators; and (4) tools to counter the potential threat of violence posed by DVEs.

Funding Terrorism and Domestic Sex Trafficking

LAW ENFORCEMENT, FIRE and MILITARY PERSONNEL ONLY

Students will learn the diverse aspects of human trafficking investigations and the emerging role human trafficking plays in the funding of terrorism.

Inmate Awareness Radicalization

LAW ENFORCEMENT ONLY

The course provides attendees training designed to educate jail/prison personnel and the law enforcement community in matters of inmate radicalization.

Policing Violent Extremism I - ISIS/ISIL and the Evolution of Al Qaeda

This dynamic course provides a background and detailed overview of the evolution, tactics and ultimate goals of every major terrorist group operating today.

Policing Violent Extremism II - The Merger of Crime and Terror

The purpose of this course is to teach first responders and public safety professionals to recognize the pre-incident indicators, tactics, ideologies and the dangers posed by Jihadist terrorist groups.

Sovereign Citizen Extremists

This course will examine the origin and ideology of the sovereign citizen extremist movement and discuss their tactic, including violence and “paper terrorism.”

Targeted Violence Prevention

This training session introduces participants to a conceptually sound, operationally relevant, sustainable method of assessing students and others on a pathway to targeted violence. Participants will learn techniques and methodologies designed to improve community safety and establish a collaborative and comprehensive community safety net.

Targeting, Sabotage and Disruption of Public Utilities

Occurrences of acts of sabotage are on the rise both locally and globally. Since these acts are widely distributed throughout the globe, the optics of these incidents have been strictly local and considered anomalies and passed-off as vandalism and attempted copper thefts, rather that the acts of sabotage they tend to be.
