The Northern California Threat Management Group (NorCal TMG) is a multi-disciplinary team dedicated to the prevention of targeted violence in our communities. Through cooperative sharing of information, resources, individual talents, and agency support, as well as continued training with leading experts we identify, assess, and manage situations where the risk of violence is imminent and or anticipated. Our membership includes representatives from law enforcement, education, mental health, and other support agencies engaged in community safety and individual wellbeing.  

Mission Statement:

To prevent and mitigate incidents of Targeted Violence in the community by utilizing a multi-disciplinary process that allows for the early identification of warning behaviors, the communication of risk, a structured and fact-based assessment and management plan, and the sharing of crucial information.

The NCRIC in collaboration with the FBI and other partners has developed a Threat Management Liaison Officer (TMLO) Certification program to better equip our partner agencies with dealing with targeted violence in their communities. This certification program is a subset of the Threat Liaison Officer (TLO) program that has been run through the state of California for decades. The TMLO certification process is for someone that is currently filling the role of a Behavioral Threat Assessment Team (BTAM) member or has been assigned by their agency to fill this position. We have developed this certification track to best equip our team members with foundational training that represents best practices, nationally. To receive the certification as a TMLO, team members will complete a minimum of 6 of these classes as appropriate for their job title. The training includes:

  • Behavioral threat Assessment: Preventing the Active Shooter (BTA-B) (All)
  • Advanced Threat Assessment – Preventing Mass Casualty Events/Attacks (ATA) (All)
  • Domestic Violent Extremists (PVE-II) (LE Only)
  • Targeted Violence Prevention (All)
  • Digital Security: Protecting Against Terrorists, Cartels, and Criminal Actors (8HR) OR
  • Digital Security: Protecting Against Terrorists, Cartels, and Criminal Actors (16HR)
  • Behavioral Threat Assessment Team Training for Community Threats (Schools & LE)
  • Behavioral Threat Assessment – Bridging the Gap (LE Only)
